well "where english is spoken" and "where english is an official language" mean 2 completley different things. I think he actually wanted to know if English was the official language in his country so this would be the correct wording (or he could say "Where English is the primary language". Again, you can say 'where English is an official language' but we would just say 'where English is spoken', you're better off keeping it simple.
'Or is it simple that you usually work with English', 'Or is it simply that you work on your English'
Your English is really good, though.
