Could you explain me the sentence "The world of English is a fun and exiciting place to be" please? Could one say " The world of English is a fun and exiciting place"? Or have I to write the verb "to be" at the End?

With the first version you express that it is fun and exciting to be in the world of English, i.e. to be part of it.
With the second version you simply state that English is fun and exciting. And that could much easier be done with a sentence like: "English is fun and exciting."
Both is true, of course!

The words "would" and "could" are both used for example in the Conditional Tenses I and II.
1. Conditional I and II Active
Conditional I : "I would/could clean the house." = would/could + infinitive
Conditional II: "I would/could have cleaned the house." = would/could + have + Past Participle
Both sentences are in active voice.
But your phrase is in passive voice, though Conditional, too.
2. Conditional I and II Passive
Conditional I : "The house would/could be cleaned by me." = would/could + be + Past Participle
Conditional II: "The house would/could have been cleaned by me." = would/could + have been + Past participle
So "could be done" is Conditional I passive voice.
