help with "immerhin" in a sentence

In the text below, does immerhin modify the verb "konnte werden" or does immerhin modify the adjectival phrase "über 100 Arbeitszentren umfassende" ?

"...ergaben sich schon im Blick auf die nächstliegende Gruppe Verständnisdifferenzen.Konnte die immerhin über 100 Arbeitszentren umfassende Gruppe tätig werden?"


Should the English be something like

1) "Could the group with its over 100 work centers become active anyway?"


OR


2) "Could the group, which anyway had over 100 work centers, become active?"

Or perhaps "immerhin" here does not mean "anyway." Perhaps in this case it means "at least"? Or else something like "mind you"?

"Immerhin" is used to talk about minimum expectations. It cen be used positively, like in your example, to express that something is the minimum you should expect. Or it could be used in a negative way to express that something has met the absolute minimum but not more. An example: "immerhin habe ich es beendet" which means "at least I finished it" implying that it may not have been finished successfully.
