It requires the article "the" because "finance department" is not a name, it's a description. Also finance department is not capitalized.

Rewe and Lidl are names (compare to your previous example) and do not require "the".

I'm not so sure. I mean on their own names don't take an article, but the sentence is incomplete, we have no idea how it continues. And I don't quite get how "contributes" figures into this. In my opinion we cannot tell either unless we see how the sentence continues.
