In the German phrase below, I'm not sure the official name of an organization is being given. How does one know? Only from context? Or does German put quotation marks around an organization name? Thank you for any assistance.

We don't put quotation marks around names. Quotation marks are used for quotations, irony and sarcasm or as a way to mark a topic in a sentence or text when it could be difficult to understand otherwise.
