Various dictionaries say endgültig can mean "finally" as in "once and for all."
None of the dictionaries I have consulted say that endgültig can mean "finally" as in "at last."
Am I correct then to think that endgültig cannot mean "finally" as in "at last"? Example: "You have arrived! Finally! I have been waiting so long!"

You are right. In your example a German would use "Endlich!". "Endgültig" wouldn't make sense.
