question about the relation of two phrases separated by a comma

My question is about "bei der städtischen Straßenbahn" below -- am I right in thinking it indicates the location of the militärischen Bekleidungsamt only?  Perhaps the comma before "bei" has me a bit uncertain.

Im 10. Rundschreiben vom 15. Juli zog Hans eine vorläufige Bilanz der Bemühungen und präzisierte, in welchen Branchen bisher Betriebsräte gewählt worden waren: in einigen metallverarbeitenden Betrieben, in zwei Schuhfabriken, einer Lederfabrik, einer Meß- und einer optischen Instrumentenfabrik, einem militärischen Bekleidungsamt, bei der städtischen Straßenbahn sowie einer Zigaretten- und einer Kartonagenfabrik...

nope.

It's just another part of the list. The "bei" doesn't indicate the location of the Bekleidungsamt but where elctions were held. It's just that  German is sooooo mean...
We say:
Gewählt wurde in  Betrieben, Fabriken, Ämtern...
ABER bei der Straßenbahn, der Post, der Polizei etc.
