It is possible to use the present progessive with future meaning in the following sentence?
"When is dad painting the house?"
The reason for this should be an arrangement or rather a private plan. I think so because the sentence "When is she coming home?" is correct. However, it could also be the going to future.

The reason for this should be an arrangement or rather a private plan. I think so because the sentence "When is she coming home?" is correct. However, it could also be the going to future. You're right, both are possible. The Present Progressive is often used when we are talking about activities in the near future.
A. When is dad painting the house, mom? Do you think he could drive me to Berlin this weekend?
B: Sorry, John. I'm not sure, but I think he wants to start on Saturday.
