Can the word Stadtgartensaal be translated into English as "city park hall" (no capitalization)?
Or is the German word a proper noun (Eigenname), which in English would have initial caps, like "Lincoln Center" or "Central Park"?
If the German word is a proper noun, I guess the translation would be "City Park Hall." Or actually, I guess one would not translate it at all, but give the actual German name, Stadtgartensaal.

I don't know what your text is about, so in theory it could be a proper noun, however without any context Stadtgartensaal is just a noun, describing a building which can be found throughout Germany (e.g. Essen, Schwabisch Gmund etc).
