Diese Leitsätze stellen die Umarbeitung des schon erwähnten Entwurfs des Arbeitsministeriums vom 4. Wenn ich diese Kautschukparagraphen lese, so frage ich mich: was ist da Reales dahinter?"  

I can't tell if "was ist da Reales dahinter" -- means

1) there is no reality, no meaning, behind the rubber paragraphs, they are vacuous, empty: English translation: "what is there that is real behind them?" (rhetorical implication: there is nothing substantial behind them, they are empty words).

OR

2) there is a reality, a hidden motive or intention, concealing itself behind the deceptively written rubber paragraphs:  English translation: "what is the reality behind them?"
