I can't figure out what the black guy at the beginning of this song is saying. All the lyric sites I've visited only start where the white guy starts singing. My dad (who was born in Germany, but hasn't been using German regularly in decades) is saying that at least some of the words he says are English, but they sure don't sound English to me.

As far as I can tell, none of that is German. The music is getting in the way of my understanding there but it sounds a lot like some English based creole language like Jamaican Patois or so.

Well, I can just about hear "tell you about Seeed ... righteousness? achieve? ... Black Kappa ... raising ragga?..."
Black Kappa is the black singer, a ragga musician and quite well-known in the scene.
tiorthan was right: it is Jamaican Patois.

I absolutely love this song! His Jamaican accent is hard to understand, but what I hear is:
