I don't think it's an Austen novel. When I read that line my mental image was of cabdrivers talking to each other in a book about horses, but I can't remember much more about it at the moment.

Sorry, had to google it... It's by Anna Sewell in "Black Beauty". Never read it, I'm afraid. Didn't even watch the TV series although I used to be crazy about horses at the time...

Okay, I'll give you another hint. The man who said this was a well-known American president, although perhaps he is most famous for something he did many years before becoming president.
