Almost. It is "who wants to write" and "whose mother tongue is English" (word order).

If you are looking for someone to write with you should tell a bit about yourself or topics you would be willing to include in a conversation. After all, you want to interest someone in writing to you.
You could also just stay here on the forum and start a topic and see if anyone's willing to join in.
