Unemployment - no homework

Many people need financial help from the state. If the forecasts are correct, many jobs will be lost, and the people who lose their jobs are going to ask for unemployment benefit. We need optimism when economists are saying that half a million jobs are likely to go. There is no doubt that the government likes job-seeker to look for a job. In fact, the state offers unemployed persons jobs, but if you do not take the job, you will lose your money - aka unemployment benefit. Is that a good way of cutting costs and a good way to help people focus on the job? My recommendation is that the state needs to pay - instead of giving the unemployed a job-seeker's allowance - a fee and call them consultants. That is quite good for the unemployed's CV.
