An instance where I don't know if "kulturelle" modifies a noun following it, or two nouns following it.

I'm not sure if the adjective "kulturelle" below modifies only "Erneuerung" -- or modifies both "Erneuerung" and "Selbstverwaltung." The thing is, this comes from a book where the writer talks not just about cultural Selbstverwaltung, but also about economic and political Selbstverwaltung. So it seems like Selbstverwaltung in the below sentence might stand independent of "kulturelle".

I would say the kulturelle refers to Erneuerungen only, but I am not 100% sure.
