Question about an instance of "Gefahren"

Context for the German sentence below is that Eric is a supporter, at least partly, of the "Betriebsrätebewegung." My question: Is Eric here referring to dangers of that movement, or is he referring to dangers to that movement?  Or is the German ambiguous on that point?

Here's the whole sentence and a preceding one. The person speaking of dangers was a big supporter of the works councils movement. That's why I wonder if the statement refers to dangers to the movement. But perhaps the language does not differentiate between dangers from and to? Perhaps it should be translated "its risks"?

Auf Vermittlung von Blumes war mit einigen Professoren im Hause des Nationalökonomen Professor Robert Wilbrandt, einem engagierten "Kathedersozialisten", ein Gespräch angesetzt worden.
