Is the following a possible translation of the red phrase?:

"demands for the instantaneous formation of the works councils"

...daß die Forderungen an die augenblickliche Ausgestaltung der Betriebsräte um so weiter gespannt werden, in je geringerem Maße Sachkenntnis, ruhige Überlegung und Verantwortungsgefühl vorhanden sind.

No. "Augenblicklich" is not "instantaneous" here. German has two interpretations of "Augenblick". The first is "instant" but from that we also derive "the current instant" or "the present" which is what is meant here. So, it's "the demands/requirements regarding the current organization of the work councils".

Alternatively you can also find "augenblicklich" as a way to express that something is immediate. Something that happens at the moment or will happen in such a short time that it can be considered as a current event.

You say "demands regarding the current organization..."

Could the German mean, or at least not exclude the meaning,

"demands for the current organization of..."

-- i.e., "demands that works councils be organized currently/now"

"Ausgestaltung" (here) is not the action of organizing but the way things are oganized, so this doesn't quite work.
