question on a use of "aus"

Does the above bolded phrase mean,

1) that the enterprise itself is made into a common social body
(thus there is only one entity, the enterprise brought into unity)

OR

2) that a representative body, or committee will be selected from the enterprise
(thus there are two entities: the enterprise, and the body selected out of the enterprise)

1) The enterprise isn't a common social body but the social body is formed by it

"that the enterprise itself is made into a common social body"
means
"dass das Unternehmen selbst zu einem gemeinsamen sozialen Körper gemacht wird"

2)

"that a representative body, or committee will be selected from the enterprise"
means
"dass ein repräsentativer Körper oder ein Ausschuss aus dem Unternehmen ausgewählt werden wird"

This was written nowhere in this subordinate clause but it's indicated by that: so daß auch der letzte Arbeiter aufgeklärt ist über den ganzen Gang, den seine Arbeit geht vom Rohstoff bis zum Konsumenten
