help with "im Blick auf" in a sentence

Question: Does "im Blick auf" in the above sentence mean

1) "within the viewpoint held by"? Thus the English would be something like:

...different understandings appeared even within the viewpoint held by the nearest lying group.

OR

2) "with regard to" (or perhaps "when one considered").  Thus the English would be something like:

...different understandings appeared even with regard to the nearest lying group (even when one considered the nearest lying group).

"mit Blick auf den Eiffelturm" = with a view of the Eiffel tower
This is something you'd use to describe the view from an appartment.
But when you're not really describing the view you have from a place it's always something like "taking into consideration" or "with regards to".
